The short answer

No fixed wait is posted now. The last posted small REF round closed on October 16, 2026. The next round is Not yet announcedNot yet announcedIs a round after October 16 announced? The program has not ended. The next round just is not posted yet.RI Commerce, Renewable Energy Fund web pageGrant Rounds table and Small Scale time table (both end at 26-3)Verified Oct 28, 2026. Your installer files for you. Do not let work start before REF says yes.

Who files the grant?

Your installer files the application for you.Your installer files the application for you.Who files the grant applicationYou sign the contract; the installer files.RI Commerce, Renewable Energy Fund, Small-Scale Request for Projects (rev. 4/6/26)Application sections are filed by the installer (Section 1 once per company per round, Section 2 per project)Verified Oct 28, 2026 Commerce’s homeowner page says the installer applies on your behalf, then the REF team reviews the application. If the project qualifies, Commerce sends an award letter to the installer.

That means the first wait is not all on the state. Your installer has to collect the right forms and submit a complete package during an open round. The RFP says incomplete applications will not be considered, so missing paperwork can turn into a missed round.

Ask your installer for two things before you sign: which REF round they are targeting, and what they still need from you. If the next round is not posted yet, ask how they will update you when Commerce opens it.

Can the panels go up while I wait?

No. Don't install until the grant is approved.Don't install until the grant is approved. When the panels can go upThe project must be finished within 12 months of signing, or 18 months with a battery.RI Commerce, Renewable Energy Fund, Small-Scale Request for Projects (rev. 4/6/26)Eligible Technologies, first dash bulletVerified Oct 28, 2026 This is the rule that matters most if you are trying to move fast. Starting early can put the grant at risk.

Commerce describes the grant agreement as the point where funds have been allocated for the project. Treat that as the green light to move forward, not the sales appointment or the first design draft.

After approval, the project still has a deadline. 12 months from signing the installer contract, or 18 with a battery12 months12 months from signing the installer contract, or 18 with a batteryTime to finish from signing the installer contract (18 months with a battery)Counted from the day you sign the contract.RI Commerce, Renewable Energy Fund, Small-Scale Request for Projects (rev. 4/6/26)Small-Scale RFP completion requirement (12 months from contract signing); Energy Storage Adder RFP (18 months for battery projects)Verified Oct 28, 2026 Your contract and project plan should fit inside that window.

When do I see the money?

REF is usually not money that lands in your bank account. The grant is paid to your installer and comes off your contract price. The grant is paid to your installer and comes off your contract price. How the grant money movesAsk to see the grant amount and what you owe after it on your contract.RI Commerce, Renewable Energy Fund, Small-Scale Request for Projects (rev. 4/6/26)Project application requirements: an executed turnkey contract, contingent on REF funding, showing total cost, the REF grant amount and the net owedVerified Oct 28, 2026 In plain English, the contract should show the full price, the grant amount, and the price after the grant.

Commerce’s process says the installer sends completion documents after installation. REF then sends the project for inspection. If the inspection finds a problem, the installer has to fix it before the grant can finish moving.

So the honest answer is: wait for an open round, wait for approval, install after approval, then close out the paperwork and inspection. If anyone promises a date, ask them to show where Commerce posted it.

What should I ask before counting on it?

Ask these in writing:

  • Is a REF round open right now?
  • If not, what round are we waiting for?
  • Has my application been submitted?
  • Has Commerce issued the award letter?
  • Has the grant agreement been created?
  • Does my contract show the grant amount and the price after it?

Do not count the grant as done until the installer can answer those questions clearly.
